Why flat roof leaks are hard to find
On a pitched roof, water follows gravity and the source is usually close to the stain. A low-slope roof is a sealed tray: once water gets past the membrane it spreads across the deck or through the insulation until it reaches a joint. That is why an honest low-slope roofer starts at the penetrations rather than the field of the roof. The membrane matters

EPDM is a thermoset rubber; you cannot weld it, so repairs are made with primer and seam tape or splice adhesive, and the surface has to be genuinely clean and dry first. Built-up and modified bitumen roofs are repaired with compatible mastic, fabric and torch- or cold-applied plies. Using the wrong product, roofing cement smeared onto a TPO sheet, for example, makes the eventual proper repair harder and can void what is left of a manufacturer warranty.
Emergency work versus the real fix
An emergency visit buys you time. A tarp, a peel-and-stick patch or a temporary weld keeps water out until the roof is dry enough to diagnose and repair correctly. Expect a follow-up visit; anyone promising a permanent repair on a soaked roof in the middle of a storm is guessing.
Check the license before work starts
In California, any job where labour plus materials totals $500 or more requires a licensed contractor. Roofing is the C-39 classification, and C-39 contractors are required to carry workers' compensation coverage even when they have no employees. Look up the licence number on cslb.ca.gov: it takes under a minute and shows status, bond and workers' comp. Get the scope in writing before anyone starts, even for emergency work.
